error with npmc

when i click start loader interceptor it says
there was an error writing your HOSTS file
system.io.ioexception:the process cannot access the file c:\windows\system32\drivers\etc\hosts"because it is being used by another process. at system.io._error.winioerror(int32 errorcode,string str) at system.io.file.delete(string path) at https.form1.start()

can u please tell me what i have to do to fix this

The reason its not working is because you didnt update your .net framework
