Unable to connect to webjal server

I am using Windows XP and have downloaded the software suggested in the directions at http://pcs4lessllc.com/webjal_xp_instructions.htm. I am getting an error that says it is unable to connect to the server.

Can anyone help?

I have had it working at one point and had to reformat my pc and have been unable to get to work since.
